Philosoraptor - Why do many people who consider copyright infringement not necessarily apply "theft" to "public domain infringement", other than they are not necessarily affected by the latter infringement?

The latter includes placing a trademark on a property/franchise wholly or partially in the public domain (putting a "TM" or ® for an image/name/sound associated with that property/franchise), retroactive copyright extensions, falsely claiming copyright on something that is public domain, and copyright restoration.

@Michael: "Public domain infringement" is not a legally recognized term but an informal term.
